MIAMI, Florida – When Governor Ricardo Rosselló testifies before Congress today about the debt restructuring of the Puerto Rico Electric Power Authority (PREPA), he will have one mission: convincing through reason and concrete facts that the agreement orchestrated by AlixPartners to renegotiate that debt is bad business for the people of Puerto Rico and the creditors.
