Washington D.C. - Pedro Pierluisi considers that the Fiscal Oversight Board " is putting the cart before the horse” when the entity seeks to define the future electricity rates in the Puerto Rico Electric Power Authority’s Adjustment Plan (PREPA-POA), a policy that he insisted should be left in the hands of the Puerto Rico Energy Bureau (NEPR).
