Jenniffer González, the Public-Private Partnerships Authority (P3A) instructed LUMA Energy to eliminate the requirement that its contractors and subcontractors sign the labor agreement that the consortium has with the International Brotherhood of Electrical Workers (IBEW), a pact that the company signed months before it began managing the transmission and distribution network in 2021.
