Dependence on federal funds for the Nutrition Assistance Program (PAN) is not only limited to the nearly 1.2 million U.S. citizens who receive the benefit in Puerto Rico. There is also a whole network of thousands of businesses that generate sales as a result of food aid and could be affected if one of the main social assistance programs financed entirely with federal funds is reduced.
