The Office of Permits Management (OGPe, Spanish acronym) and the Planning Board (PB), the agencies overseeing the flooding problem, are not monitoring whether developers are complying with design requirements to avoid exacerbating the risk of flooding to which 22 percent of Puerto Rico’s population is now exposed, according to the heads of these agencies.
