Andrew Biggs: Pessimistic about the government
Washington D.C. – Andrew Biggs, one of the members of the Oversight Board, said yesterday that boosting the economy and reducing poverty in Puerto Rico, after cutting the public debt, will require overcoming the Puerto Rican government’s lack of administrative capacity and political will.
