During his presidency of the Puerto Rico College of Medical Surgeons, the appointed Secretary of Health, Victor Ramos Otero, allegedly violated federal regulations by incurring in a conflict of interest by occupying that position and, at the same time, acting as “medical director” of a COVID-19 screening and vaccination program administered by the College.
