Fifteen years after the fierce flames were extinguished and the giant column of smoke that terrorized Puerto Rico after the explosion at the defunct Caribbean Petroleum Corporation (Capeco) in Bayamón dissipated, the U.S. government has not implemented the main recommendations of safety experts aimed at preventing a repetition of such a tragedy, revealed an analysis by El Nuevo Día.
