Plebiscite The dispute around the existence and operation of the Puerto Rico Sales Tax Financing Corporation (Cofina, by its Spanish acronym) took a more complex turn this week when two investment firms accused that entity’s trustee, Bank of New York Mellon (BONY), of conflict of interest, breach of contract, and fiduciary duty, and even of squandering of funds.
