The establishment of a Caribbean district - based in San Juan - within the U.S. Army Corps of Engineers (USACE) will result in a significant increase in the volume of larger-scale infrastructure projects in Puerto Rico, as well as greater agility in execution than has recently characterized works led by this federal agency, said Brigadier General Daniel Hibner, commander of the South Atlantic Division.
