WASHINGTON - Even though the US Senate could move in the opposite direction next week, this weekend the US Democratic Party is expected to propose the 2016 draft government program, in which it calls for Congress and the White House to respect Puerto Rico's "local self-government" when allowing for the restructuring of its public debt.
