Washington D. C. — Even though Puerto Rico residents generally do not pay federal income taxes, seven states have a higher per capita deficit with the U.S. government than the island, when comparing the contributions they receive and make to the U.S. Treasury, according to an analysis by the organization Espacios Abiertos.
