In a letter sent to the island´s Secretary of the Department of Transportation and Public Works (DTOP, Spanish acronym), Eileen Vélez Vega, the federal Department of Transportation said that if Puerto Rico is not a state, it cannot join the commercial licensing system that applies to the rest of the states.
