Following spending restrictions adopted by the Federal Emergency Management Agency (FEMA) to protect its Disaster Relief Fund, the Executive Director of the Central Office for Recovery, Reconstruction and Resilience (COR3), Manuel Laboy, admitted Thursday that funds for projects that do not have obligated grants will be “on hold” until further notice.
