The Public Private Partnership (P3) contract between Puerto Rico Ports Authority (PA) and Global Ports Holding (GPH) included a clause to prohibit the operator or any person or party with an equity interest in that company from engaging in any activity that would result in violations of the executive order and sanctions established by the United States since Russia’s invasion of Ukraine.
