Poor post-Maria hazard mitigation and NMEAD structural problems increase the island’s vulnerability to new emergencies

A little more than three months into the hurricane season and after last weekend a cold front and a trough caused heavy flooding with significant damage in 15 municipalities, experts agreed that the government’s preparedness for new emergencies shows gaps that stem from the Puerto Rico Bureau of Emergency Management and Disaster Administration (NMEAD) operation and its hazard mitigation area.
