In submitting its “Preliminary System Improvement Plan” to the Puerto Rico Energy Bureau (PREB) in response to the massive blackout of June 12, LUMA Energy identified a group of 11 transformers in electrical substations that are currently in a “vulnerable” state and that, if they fail, would threaten the “reliability and resilience of the grid”.
