WASHINGTON – The Speaker of Puerto Rico’s House of Representatives, Carlos “Johnny” Méndez, wrote a letter to Congress’s leadership urging them to act in favor of admitting the Island as the 51st state, if statehood—as he is betting— wins the status referendum.
