WASHINGTON - The appointments of Republicans Carlos García and José Carrión III to the new authority controlling Puerto Rico’s fiscal affairs were recommended to President Barack Obama by Speaker Paul Ryan, as confirmed Pedro Pierluisi, resident commissioner in Washington.
