For more than two years, the Puerto Rican government has avoided submitting a plan to comply with air quality standards for sulfur dioxide and, if the island does not submit it in the next few months, it may face penalties ranging from more restrictive air emissions permits to loss of federal funds for road improvements unless a consensual agreement is reached.
