“The Department of Education is proposing the strongest protections against unaffordable college debt in history. Investing in a college degree or career certificate is supposed to pay off. Washington D.C. - The U.S. Department of Education announced that the agency has exempted “institutions in Puerto Rico and other Territories and Freely Associated States from the accountability provisions” of the Gainful Employment rule and transparency rules, which seek to ensure that students in those higher education institutions will be able to pay back the loans they take to study and earn better salaries than others who do not go to college.
