The governor says he learned from his mistakes and predicts a government transformation by 2018
The power issue -particularly the failed goal of 95 percent of the Island having electricity by mid-December- and the response to the challenges of the devastation caused by Hurricane Maria are the errors that Governor Ricardo Rosselló recognizes when evaluating his first year in charge of the government of Puerto Rico.
