Washington D.C. - Opposing the appointment of Russ Vought as director of the White House Office of Management and Budget (OMB), Senate Democratic Minority Leader Charles Schumer maintained that the appointee was linked to holding up $16 billion in emergency funding aimed at mitigating the catastrophe caused in Puerto Rico by Hurricane María.
