Far from eliminating the Special Communities project, the recently approved legislation “strengthens” former Governor Sila Calderón’s program. According to its new Executive Director, Jesús Vélez Vargas, the purpose of the program is to encourage self-management and community empowerment, as part of a strategy to fight poverty.
