For three decades, Mary Carmen Zapata ran “all the bases” at the Puerto Rico Electric Power Authority (PREPA), from her beginnings in the Planning Division, in 1990, to the stages supervising the designs of the transmission and distribution lines, advising the generation component and leading the Tariff Department, where the adjustments in the bills that customers would pay were calculated.
