While the appeals process is pending before the Federal Emergency Management Agency (FEMA), LUMA Energy refused to specify whether it continues to use employees assigned to its subsidiaries, a practice that the Public-Private Partnerships Authority (AAPP) ordered to stop after the U.S. government agency itself warned that it puts tens of millions of dollars in reimbursements for completed projects at risk.
