Taylor Caceus was walking down a street in the urban area of Río Piedras on Saturday afternoon when two vehicles with dark tinted windows approached him. One of the occupants rolled down the window and asked him if he knew where a place was. When he answered in the negative, three armed men got out of the vehicles and quickly questioned the language he spoke and his nationality.
