In n 8-1 vote, the U.S. Supreme Court ruled yesterday that it is constitutional and a rational exercise of Congress’ power over its territories to exclude residents of Puerto Rico from the Supplemental Security Income (SSI) program because they do not pay the same taxes as those living in the states.
