Washington D.C. - Without federal legislation and the development of a complex administrative structure, the U.S. government cannot extend the Supplemental Nutrition Assistance Program (SNAP) to Puerto Rico, said Food and Nutrition Service (FNS) Public Policy Chief Alberto González.
